If the background's complex either don't show it to the software, or tell the software to ignore parts of the image & deal with those later, or just skip resizing a particular image with seam carving software. To get the best results from seam carving software don't ask it to do something it can't - don't expect it to somehow know what's in the background you want to resize. Some things like a field of grass or an empty beach can easily be stretched or shrunk, but a busy city street, not so much.
